Global Philanthropy Forum: Partnering with Governments

More than four hundred people gathered this morning in the Grand Ballroom of the Mayflower Hotel in Washington D.C. for the annual three-day Global Philanthropy Forum, a conference for donors. Perhaps the fact that Queen Rania of Jordan and US Secretary of State Hillary Rodham Clinton both spoke today should have been taken in advance as reinforcement of the overarching theme of public-private partnerships in social initiatives, but I will confess to a preconceived impression that these two women were there less in an official capacity and more to talk about their personal philanthropic experiences. Well, I was wrong. Queen Rania spoke about the how the Jordanian government has partnered with the private sector to improve its educational system, an initiative which, she asserted, has resulted, among other things, in as many girls becoming enrolled in school as boys. Mrs. Clinton, in turn, talked about the Global Partnership Initiative, an effort aimed at promoting partnerships with philanthropy and social investment as part of an effort to add development to defense and diplomacy as a key mandate of the Obama state department.

These remarks were not unusual given that they came from two poised and articulate social advocates who also happen to play key roles in the governments of their respective countries. The unusual part was the extent to which positive partnerships between government and philanthropy seem to be seen as key to the success in so many of the stories told by philanthropists about their efforts. One representative from a major organization working in public health said unequivocally that nonprofits that want to have significant impact have no option but to work with ministries of health. Another woman I spoke to told me of the work of some California philanthropists to initiate discussion and debate within the state government about teacher compensation, a formerly taboo topic. These stories and others indicate a major shift in viewpoint from a few years ago, when governments were broadly seen as sinkholes for dollars that would be better given directly to ‘local nonprofits.‘ Local input and accountability has by no means gone away, of course. On the contrary, there was still plenty of discussion of how locals can operate as distributors of health inputs in remote locations, for example, or as simultaneous beneficiaries and enablers of stronger education infrastructure. But it seems with the economic crisis running as the undercurrent of so much of what was said, unlikely partners may be seeing more to gain from cooperation than opposition.
